My main topics and ideas: (keep in mind that many of these I've presented to the Board in the last 2 years and they've failed to bring them up for public discussion)
Fiscal-
-- declare state of emergency due to the state and federal governments' debt and unfunded
liabilities, and the county's massive unfunded pension liability
-- class action suit to prove Cal Pers is a corrupt ponzi scheme
-- develop a local retirement system using defined contribution method
-- true accountability with reporting and transparency for ALL tax payer funded programs to
include non-profits, and NGOs
-- greatly reduce redundancy, overlap, waste, fraud, and abuse of programs
Taxes -
-- restructure local property taxes so assessments are fair and consistent
-- eliminate property seizure for most unpaid property tax cases
Elections -
-- Separate the local/county races to another ballot/envelope so that they are solely a
municipal affair which is more in line with our intent of becoming a Charter County
-- Reinstate the suspended Elections Commission
-- take more control of local elections
-- public release of many election related documents after each election
-- eliminate "jungle primary" for local office races
-- I support idea to change Supervisor elections from District based to at-large
-- settle the Ladd v Toller lawsuit
-- print our election ballots locally (as Orange County does)
-- Per Election Code 319, add charter amendment to make the Board of Supervisors the
"Election Board" in order to take more local control of our processes
Brown Act / Meetings
-- reinstate the full 3 minute public speaker time/ eliminate 20 minute cap
-- bring all items into open session, unless rollcall vote by the Board for closed session
-- closed sessions to have minutes and Board must report roll call votes out of closed session
-- allow document camera for public speakers
-- move agenda publication to 7 days before regular meeting, 3 days before special meeting
-- amend public meeting policy to eliminate First Amendment violations
-- No item on Consent agenda costing initial/aggregate $50k or more
-- Checklist on the Chamber wall to review prior to votes, constitutional and fiscal
4th Amendment -
-- make illegal all electronic surveillance and data gathering (without a judicial warrant)
-- remove recently installed Flock cameras
Health -
-- eliminate all wi-fi from County owned/leased buildings
-- prohibit mRna medical interventions until independent and vetted safety trials have been done
-- empanel an HHSA citizen oversight commission, elected by the voters
Legal -
-- empanel a second Grand Jury with a mission statement to investigate and issue criminal
indictments for any government waste, fraud, abuse, malfeasance of office
-- mandate "jury nullification" instructions in all court rooms (protects from legal persecution)
Administrative -
-- retain all county video files for 5 years
-- eliminate County paying for pubic officer bonds
-- all county documents signed by Department heads and above, include perjury statement
-- establish an elected Charter Commission
-- establish background check and drug screening standards for county-wide elected official
candidates and office holders (similar to commercial drivers)
-- prohibit non-citizens from county employment
-- all county Resolutions available on the county website
-- all union contracts available on the county website
-- eliminate collective bargaining with public unions
Law Enforcement -
-- prohibit non-citizens from performing "peace officer" duties in/for the County
-- prohibit non-citizens from performing attorney duties in/for the County
-- establish Sheriff oversight commission
-- establish District Attorney oversight commission
-- establish a citizen "posse" that assists law enforcement or the County in times where the
County's security needs additional support; posse is under bi-lateral control of the Sheriff and
the Board of Supervisors
-- Establish HAM radio cooperation with County to ensure communications in case of extreme
emergency
Family -
-- investigate allegations of Child Protective Services taking children away from parents under
false or ideological pretenses
Business -
-- reduce/eliminate regulations, fees, taxes, etc. to encourage business growth
-- hold special meeting to hear from businesses or prospective businesses to show how
County has stifled attempts at expanding / opening businesses, ask for remedy suggestions
Misc -
-- establish a "citizen of the month/year" program
-- prohibit by ordinance eminent domain seizure of private land in Shasta County
Crime, Homeless, Wildfires:
-- All need more evaluation and some changes as the status quo is usually deficient. Accountability for participants and program effectiveness must have metrics to measure success, or lack of.
